What You Should Know About New Overdraft Rules for Debit and ATM Cards

New federal Reserve Bank rules will give debit and ATM card users an option on how
to handle possible overdrafts at ATMs and at store check-outs. Because this new
regulation is somewhat confusing, we have produced this brochure and provided a
short video to answer likely questions.

An overdraft occurs when a person does not have enough money in thier account to
cover a payment that has been authorized, but the bank pays it as an accommodation,
trusting that the person will repay the amount of the overdraft. Most banks pay
overdrafts because many people are willing to pay a fee to have important payments
(such as mortgage, rent, medical, and merchant bills) paid even if there is not
enough money in the account. The new rule mostly affects ATM transactions and everyday
debit card transactions made for purchases at a store or on the internet. The new
rule requires that customers must expressly agree (opt-in) before a bank may charge
a fee for honoring such overdrafts.
Making Your Decision to Opt-In
We want you to be 100% pleased with your service and support from CRB. That's why
we encourage you to consider the following when making your decision.
Opting-In Does Not Cost Anything.
It Just Continues a Service You Already Have.
There is no charge or price change that happens when you opt-in.
Basically, you are deciding to continue to enjoy the overdraft protection
you had at ATMs, at Merchants, and on the internet while using your debit card.
Only if your account becomes overdrawn will there be a charge and the fee has not changed.
Opting-In May Give You Peace-of-Mind
Mistakes happen, and most people occasionally overdraw their account accidentally.
If you do not opt-in,a transaction that overdraws your account at the check-out
or ATM may be denied. If you do opt-in you can have greater confidence that the
transaction will be accepted and you will avoid embaraament at the food store, gas
station, other merchants, or at the ATM. Keep in mind that daily ATM and point-of-sale
limits still apply.

How To Opt-In
If you want Community Resource Bank to honor overdrafts at ATMs and while making
debit card purchases, please print and complete the special form and return it by
August 15, 2010.
